HB 17 Summary

• Amends Title 29 of the Delaware Code relating to state procurement by adding definitions for "Veteran" and "Veteran-Owned Small Business"

• Establishes a state goal to award not less than 3% of total annual expenditures for materiel, public works contracts, and services to veteran-owned small businesses

• Allows the state to count subcontracting portions with veteran-owned small businesses toward the 3% yearly goal

• Requires the Office of Management and Budget to report annually to the Senate and House Veterans Affairs Committees on veteran-owned business participation, including number of bidders, contracts awarded, contract values, and whether the 3% goal was achieved
