Creates a special license plate for members of the Marine Education, Research and Rehabilitation Institute, Inc. (MERR) with consecutive numbering starting at 1.

Applies only to private passenger vehicles or trucks with a three-quarter ton or smaller manufacturer's rated capacity.

Requires a one-time $50 fee upon initial application, including a $15 administrative fee for the Division of Motor Vehicles to administer the program, in addition to standard annual registration fees.

Mandates that the Marine Education, Research and Rehabilitation Institute, Inc. certify applicants as active members before plates are issued.

Directs the Division of Motor Vehicles to deposit the non-administrative portion of the $50 fee with the State Treasurer specifically for use by the Marine Education, Research and Rehabilitation Institute, Inc.
