• Gives sole responsibility for voter list maintenance to county Departments of Elections, including procedures for address verification and removal of inactive voters.

• Allows persons whose business or occupation involves providing care to a parent, spouse, or child requiring constant care due to illness, disability, or injury to self-administer absentee ballot affidavits.

• Expands validity of Federal Post Card Applications (FPCA) through December 31st of the year following the last general election, plus any additional period stated by the voter.

• Permits voters who are sick or physically disabled to send and return absentee ballots by electronic transmission.

• Requires recipients of State funding to make facilities available for polling places, provided it does not conflict with the recipient's primary purpose.
