Amends Title 24 of the Delaware Code to grant the Board of Pharmacy authority to establish standards and procedures for a voluntary drug collection program

Permits collection, destruction, return, and redistribution of previously dispensed medications that comply with all applicable federal, state, and local laws

Allows redistribution only of drugs returned from licensed health-care facilities and previously under direct control of a licensed health care professional

Requires all drug collection programs operate under direct supervision of a licensed health care professional and comply with DEA regulations and Code of Federal Regulations Title 21, Parts 1300-1399

Provides pharmaceutical manufacturers immunity from criminal prosecution and civil liability for matters related to drug donations, collection, redistribution, or dispensing under the program
