• Reduces the Delaware House of Representatives from 41 members to 41 members, maintaining the same total number but redefining district boundaries.

• Establishes new boundaries for all 41 representative districts across New Castle, Kent, and Sussex counties with detailed geographic descriptions referencing roads, waterways, and census boundaries.

• Requires county election departments to prepare and certify maps of new districts and file them with the State Election Commissioner, state party chairpersons, and the State Archivist by January 1, 2012.

• Declares recorded maps as prima facie evidence of correct district boundaries in judicial proceedings.

• Includes severability clause allowing the act to remain valid if any individual district description is found invalid.
