Creates the Delaware Auction and Auctioneer Licensing Act by adding Chapter 56 to Title 24 of the Delaware Code

Requires individual auctioneers and auction firms to obtain licenses from a newly created 5-member Auctioneer Licensing Commission, with at least 3 members being licensed auctioneers

Establishes minimum qualifications for auctioneer licensure including age 18+, high school diploma/GED, 80 hours of prescribed coursework, 15 auctions supervised experience, and passing a written examination

Creates a Recovery Fund financed by licensee assessments (minimum $200 annually) to compensate consumers harmed by licensed auctioneers or auction firms, with limits of $5,000 per claim and $50,000 lifetime per violator

Prohibits unlicensed auctioneering (Class B misdemeanor) and establishes disciplinary authority for the Commission including fines up to $10,000, license suspension/revocation, and probation for violations such as fraud, misrepresentation, or improper trust account practices
