Replaces insensitive and offensive language throughout Delaware Code Titles 1, 4, 6, 7, 10, 11, 12, 14, 16, 19, 20, 21, 25, 29, 30, and 31 with respectful "People First Language" terminology.

Changes outdated terms like "mentally ill," "mental retardation," and "the disabled" to "person with a mental condition," "intellectual disability," and "persons with disabilities" respectively.

Removes archaic and derogatory terms including "idiot," "lunatic," "crippled," "handicapped," and "infirm," replacing them with person-centered language that places the individual before their condition.

Updates chapter and section titles throughout the Code to reflect the new language standards, including renumbering and reordering definitional paragraphs to maintain alphabetical order where applicable.

Applies comprehensive changes across criminal justice, healthcare, education, employment, housing, and social services provisions to promote dignity and inclusion for persons with disabilities.
