Establishes procedures for law enforcement use of mobile tracking devices by requiring a Superior Court order before installation under §2443.

Court order applications must include identity of the investigating officer and agency, plus a sworn statement that information obtained is relevant to an ongoing criminal investigation.

Court may grant orders authorizing mobile tracking device installation for up to 90 days, with extensions available for additional 90-day periods upon reapplication meeting the same standards.

Prohibits installation or monitoring of tracking devices in locations with reasonable expectation of privacy unless the court finds exigent circumstances or probable cause that criminal activity will occur there.

Permits tracking device orders to authorize use both within and outside the Superior Court's jurisdiction, provided the device is installed within the jurisdiction.
