Raises outdoor advertising permit and renewal fees with structure based on sign size: $100 (up to 30 sq ft), $150 (30-100 sq ft), $750 (100-300 sq ft), and $1,000 (over 300 sq ft), with doubled rates on limited access roads.

Increases late renewal fee for driver's licenses from $1.15 to $10 and raises auto registration late renewal fee from $10 to $20.

Increases duplicate license fee from $10 to $20, duplicate title fee from $25 to $50, and duplicate registration/validation sticker fees from $2/$1 to $10/$5.

Raises reinstatement fee for revoked licenses from $143.75 to $200 and increases title transfer late fee from $25 to $35.

Directs all revenue collected from these increased fees to the Transportation Trust Fund and becomes effective 180 days after enactment.
