Amends Title 17, Chapter 5 of Delaware Code to establish traffic impact study standards for counties with populations greater than 500,000 (New Castle County).

Prohibits memoranda of agreement between the Department of Transportation and large counties from exempting applications, developments, rezonings, or redevelopments from full application of the Department's Regulations for Subdivision Streets and Highway Access.

Establishes minimum traffic volume thresholds requiring traffic impact studies: 120 vehicles per hour (or 400 per 10-hour period) for commercial sites; 200-400 vehicles per day for residential developments; and 150 vehicles per day or 25 vehicles per hour for rezonings.

Requires that adjoining roads and intersections maintain at least Level of Service D when redevelopment applications are filed, unless redevelopment generates no additional traffic or can be designed with mitigation measures.

Mandates the Department of Transportation and New Castle County amend their Memorandum of Agreement within 90 days to reflect these standards, hold a public hearing before finalization, and review internal processes to reduce traffic impact study review timelines.
