Amends §344 of Title 31 of the Delaware Code to remove the exemption that previously allowed child care facilities under state ownership or control (such as public schools) to avoid regulation by the Office of Child Care Licensing (OCCL).

Extends OCCL licensing requirements to all child care programs regardless of public or private location, including preschool, pre-K, and before and after school programs for school-aged children.

Maintains exemptions for federal Head Start programs and maternity wards of general hospitals from OCCL licensing requirements.

Prohibits institutions subject to state education curriculum components from being required to adhere to education curriculum requirements set by the OCCL.
