Amends Delaware Code Title 12 Chapter 11 to establish statute of limitations for abandoned or unclaimed property audits and examinations by the State Escheator

Prohibits the State Escheator from initiating examinations or seeking payment for any calendar year prior to 1995

Prohibits the State Escheator from initiating examinations or seeking payment for calendar years prior to 2001 with respect to holders who have entered into an unclaimed property voluntary disclosure agreement with the State

Requires the State Escheator to mail a Statement of Findings and Request for Payment within three years after receipt of any report filed on or after July 22, 2002, with no valid or enforceable request permitted beyond this three-year window

Allows Requests for Payment at any time if no report is filed or if a holder files a fraudulent report with intent to evade payment obligations
