Grants working parents 16 hours of leave per school year per child to attend classroom activities, school meetings, and extra-curricular events that cannot be scheduled during non-work hours, with a maximum of 4 hours per day.

Requires employees to provide at least 48 hours advance notice and make reasonable efforts to schedule leave without unduly disrupting employer operations.

Allows employers to require written verification of the school activity or meeting from a school administrator, teacher, or coach within 48 hours, and permits employers with 10 or fewer employees at one location to limit simultaneous leave usage.

Permits employees to substitute accrued paid leave (vacation, personal, compensatory) for the school involvement leave, but employers are not required to pay for the leave separately.

Establishes civil penalties of $1,000 to $5,000 per violation, enforceable in any court of competent jurisdiction.
