Grants the Delaware Board of Pharmacy authority to establish minimum standards and procedures for a voluntary drug collection program for previously dispensed medications

Restricts redistribution of non-controlled substances to medications returned or collected from licensed health-care facilities that were under direct control of a licensed health care professional

Requires drug collection programs to operate under direct supervision of a licensed health care professional and comply with all applicable local, State and Federal laws and regulations

Mandates that collection, destruction, return and redistribution of controlled substances in Schedules II through V comply with Code of Federal Regulations, Title 21, Part 1300-1399

Designates the Delaware State Police Office of Narcotics and Dangerous Drugs and the Drug Enforcement Administration to establish, monitor and maintain security measures and disposal procedures for collected controlled substances
