Requires the presiding officer of either legislative house to issue a writ of election within 10 days of a vacancy, or authorizes the Governor to issue the writ if the General Assembly is not in session.

Sets the special election date between 30-35 days after the writ is issued, except if the vacancy occurs after June 30th of a general election year, in which case the election is held at the general election.

Establishes a nomination deadline of 25 days before the special election for party candidates submitted by county committees and for unaffiliated candidates filing petitions with at least 1% of registered voters in the legislative district.

Requires election departments to post proclamations on courthouse doors and official websites, and publish notices in newspapers of general circulation 5, 3, and 1 day before the election.

Applies all general election laws to special elections and requires the Superior Court to canvass results at 10 a.m. on the second day after the election, with the Office of Management and Budget covering all election costs.
