Creates a one-year "cooling off" period prohibiting former General Assembly members, state agency heads, Cabinet officials, and Governor's executive staff from acting as lobbyists after leaving office or employment.

Applies the restriction to individuals as defined by existing Delaware Code sections covering state agency heads, Cabinet officials, and Governor's executive staff.

Violation of the lobbying restriction is classified as an unclassified misdemeanor.

Renumbers existing §5837 to §5838 and establishes the new lobbying restriction provision as §5837 in Title 29 of the Delaware Code.

Bill becomes effective January 10, 2012.
