Removes the term "seriously" before "emotionally disturbed" in the definition of children with disabilities

Adds requirements for districts and charter schools to hold resolution meetings within 15 days of receiving due process complaints and establishes a 30-day resolution period before impartial hearings may occur

Adds unaccompanied homeless youth to those eligible for special education services and requires notice to parents regarding procedural safeguards and resources for understanding the special education process
