Prohibits refineries from locating portable buildings intended for employee occupancy within 1,500 feet of covered process areas that contain materials with explosion, fire, or toxic release potential.

Prohibits refineries from locating tents intended for occupancy within 250 feet of covered process areas, recognizing that tents provide less protection than portable buildings.

Requires all portable buildings and tents intended for occupancy to be capable of being sealed from toxic liquid and gas releases and maintained at temperatures between 45 and 80 degrees Fahrenheit.

Establishes civil penalties of $1,000 to $5,000 per violation, with each unlawfully placed portable building constituting a separate violation.

Directs the Department of Labor to promulgate regulations implementing the act's provisions.
