Amends § 903(e)(1) of Title 7 of the Delaware Code to grant the Department of Natural Resources and Environmental Control authority to regulate and restrict fishing gear and methods at permitted artificial reef sites in Delaware Bay and Delaware's territorial sea (0-3 miles seaward of the ocean coastline)

Allows DNREC to define by regulation the types of fishing activities permitted within the geographic boundaries of artificial reef sites to prevent commercial fishing from interfering with sport fishing opportunities

Authorizes restrictions based on the fact that Delaware's artificial reef sites were built and are maintained using funds from the Federal Aid in Sport Fish Restoration Act intended to benefit sport fisheries
