Increases the maximum fee for certified and non-certified copies of vital records to $25 per copy, including searches and research requests.

Increases the fee for heirloom birth certificates (specially designed for framing with calligraphed names) to $35.

Requires the Department of Health and Social Services to retain $12.50 from each heirloom certificate fee to offset costs of the Office of Vital Statistics.

Directs any excess heirloom certificate funds to a special account for the Delaware Health Statistics Center.

Removes outdated reference to funding for the Delaware Children's Trust Fund, which no longer exists.
