Prohibits drivers from using hand-held cell telephones while operating a motor vehicle in motion on Delaware highways.

Defines "cell telephone" as any cellular, analog, wireless, or digital telephone.

Exempts law enforcement emergency personnel performing their duties and drivers operating school buses subject to existing regulations.

Establishes civil penalties of $50.00 for the first violation and $100.00 for each subsequent violation.

Becomes effective 90 days after enactment.
