HB 30 - Synthetic Cannabinoids

• Adds synthetic cannabinoids (commonly known as "Spice," "K2," "Genie," "Yucatan Fire," "Sence," "Smoke," "Skunk," and "Zohai") to Schedule I controlled substances under Delaware law.

• Defines "synthetic cannabinoid" as a substance containing 17 specific chemical compounds including JWH-015, JWH-018, JWH-019, JWH-073, JWH-081, JWH-122, JWH-200, JWH-250, JWH-251, JWH-398, HU-210, HU-211, HU-308, HU-331, CP 55,940, CP 47,497 and its homologues, and WIN 55212-2.

• Places synthetic cannabinoids in Schedule I of Title 16, Chapter 47 controlled substances, subjecting them to existing criminal penalties and regulations applicable to Schedule I drugs.
