Establishes a 10 business day deadline for public bodies to grant or deny access to public records after receiving a Freedom of Information Act request.

Allows additional time beyond 10 business days for requests involving voluminous records, requests requiring legal advice, or records in storage or archived.

Requires custodians of records to notify requestors within 10 business days if additional time is needed, and specifies such additional time must be reasonable.

Renames existing subsection (b) of Delaware Code Title 29, Section 10003 to subsection (d) and adds new subsections (b) and (c) to implement these requirements.
