Adds a new section to Delaware law providing immunity from criminal and civil liability for individuals reporting suspected financial exploitation of elderly persons and infirm adults to law enforcement or Adult Protective Services.

Protects persons who participate in formal internal reporting programs adopted by organizations for reporting suspected financial fraud, exempting them from all civil suits and criminal charges related to such reports.

Extends immunity to good faith reports made outside formal programs, provided the reporter reasonably believes financial exploitation has occurred.

Removes privilege and confidentiality protections from communications made pursuant to formal reporting programs, allowing such reports to be used in investigations and proceedings.

Participation in reporting programs is entirely voluntary and cannot be compelled; protections do not apply to perpetrators of financial fraud.
