Adds unrefunded deposits on cans, bottles, or other containers (net of recycling costs) to Delaware's escheat law, allowing the state to claim these abandoned funds.

Establishes the Food Bank Support Fund within the Office of Management and Budget to receive all escheated unrefunded bottle deposits.

Creates eligibility requirements for fund recipients: food banks and food closets must have been in continuous operation for at least two years prior to the Act's adoption.

Requires annual distribution of funds to eligible recipients on a pro-rated basis according to the percentage of total statewide food bank clients each organization serves.

Mandates annual reporting to legislative committees by November 15 detailing recipient names, funding levels, and processes used to determine eligibility and award amounts.
