Incorporates consumer protection laws from Title 6 Chapter 25 (subchapters I, II, III, VIII, XI), Title 25 Chapters 51, 53, 55, and 57, and Title 29 Chapter 25 (subchapter II) into manufactured home community regulations under Title 25 Chapter 70.

Grants the Delaware Attorney General's Office explicit authority to apply, enforce, and carry out consumer protection laws and regulations relating to manufactured homes and manufactured home communities.

Defines "pattern or practice" as an intentional, regular, and/or repeated violation occurring three or more times within a twelve-month period, distinguishing it from isolated or accidental violations.

Requires the Attorney General's Office to notify violators within 14 days of finding a pattern or practice violation and simultaneously provide notice to all tenants in the affected manufactured home community.

Mandates reporting of violations to the Delaware Better Business Bureau when the Consumer Protection Unit finds a landlord has violated the Act.
