Establishes the Delaware Manufactured Housing Alternative Dispute Resolution Act requiring mandatory mediation before litigation for disputes between manufactured home community owners and tenants.

Requires ADR requests to be filed with the Consumer Protection Division for $30 fee (split equally between parties), with payments refundable if the request is denied and deposited into the Tenant Legal Fund.

Mandates all necessary parties participate in good faith in ADR conferences scheduled within 30 days of referral and held within 60 days, with civil penalties of $250-$1,500 for failure to participate in good faith.

Allows parties to pursue binding arbitration or court litigation if mandatory mediation fails, with arbitration decisions rendered within 30 days and binding on both parties.

Suspends statutes of limitations during ADR proceedings and strikes section 2519 of Title 29 relating to the Council on Manufactured Housing.
