Adds "agency captive insurance companies" to Delaware Code, defined as insurance companies owned by insurance agencies, brokerages, or reinsurance intermediaries that only insure risks of contracts placed through those entities.

Adds "branch captive insurance companies" to Delaware Code, allowing alien captive insurers to establish onshore business units with principal places of business in Delaware while remaining licensed only as branches.

Establishes minimum capital and surplus requirements of $250,000 for agency captive insurance companies and branch captive insurance companies.

Exempts branch captive insurance companies from annual meeting requirements in Delaware and allows alternative reporting requirements based on domiciliary jurisdiction filings.

Creates new subchapter IV establishing regulatory framework for branch captives, including security requirements, examination procedures, and provisions allowing Commissioner to waive certain requirements on a case-by-case basis.
