Amends §4826(a) of Title 29 of the Delaware Code by replacing the fixed reporting deadline of "April 15, 2010" with a contingent deadline tied to when the Commission fulfills its obligations under subsections (b) and (c).

Replaces §4826(c) entirely to require the Video and Sports Lottery Commission to reconvene within 30 days after the United States Supreme Court issues a mandate concluding the State's appeal in Office of Commissioner of Baseball v. Markell (3rd Circuit case No. 09-3297).

Requires the Commission to discuss the Supreme Court decision's effects and evaluate feasibility of licensing additional sports lottery venues beyond existing racetrack operations, including potential impacts on state revenues, existing video lottery agents' revenues, the horse racing industry, employment, and surrounding communities.

Authorizes potential licensing of sports lottery operations to persons who do not operate racetrack properties conducting horse racing or harness racing meets in Delaware under Titles 3 or 28.
