Proposes an amendment to Article VIII of the Delaware Constitution by adding Section 12 regarding budget appropriation bills.

Budget appropriation bill spending increases that exceed the rate of inflation for a fiscal year require approval by three-fifths of all members in each house.

Spending increases at or below the inflation rate may be adopted under normal procedures without the enhanced supermajority requirement.

This amendment represents the first step in the constitutional amendment process and requires two-thirds concurrence of both houses to advance.
