Requires all individual and group health insurance policies delivered, issued, or renewed in Delaware on or after January 1, 2011 to cover orthotic and prosthetic devices at reimbursement rates equal to federal Medicare rates.

Defines orthosis, orthotics, prosthesis, and prosthetics with specific exclusions for prefabricated devices, assistive technology, dental appliances, and similar items commonly available in retail settings.

Allows insurers to require prior authorization for orthotic and prosthetic devices using the same procedures as other covered benefits, and limits coverage to the most appropriate model meeting the patient's medical needs.

Covers repair and replacement of orthotic and prosthetic devices subject to standard co-payments and deductibles, except when caused by misuse or loss.

Exempts specified insurance types from the requirement, including hospital indemnity, disability income, accident-only, long-term care, Medicare supplement, and limited benefit policies.
