Creates a new Class G Felony offense for knowingly and voluntarily possessing visual depictions of live animals being intentionally tortured or killed.

Requires that the depicted torture or killing be illegal under Delaware or federal law, including violations of existing animal cruelty statutes (§§1325 and 1326).

Requires that the depiction, applying contemporary community standards, lack serious scientific, journalistic, or political value.

Applies to "crush videos" and other fetish content depicting animal torture, but explicitly does not apply to lawful hunting activities.

Conviction results in a Class G Felony charge.
