Department of Education shall create a Parents' Declaration of Responsibilities within 60 days of enactment, developed with input from parent/teacher organizations and school administrators.

Local school districts and charter schools must adopt the Parents' Declaration of Responsibilities as local policy and ask each parent/guardian to sign a Parent/School Agreement at the beginning of each school year, though signatures are voluntary.

Schools' Delaware Public Education Profiles must now include the percentage of parents who have signed the Parent/School Agreement required by this bill.

Schools receiving federal Title I funds must disclose their use of those funds for parental involvement and provide copies of their parental involvement policies as required by 20 U.S.C. §6318 or its successor.
