Amends § 1902 of Title 29 to allow fiscal projections to account for both escalating or reducing costs, and reducing or increasing revenue.

Creates new § 1903A requiring any bill or joint resolution that increases State revenue to include a 1-year fiscal projection describing the revenue increase for the first full fiscal year after enactment and the rationale for the calculation.

Assigns the Controller General the same responsibilities for revenue increase projections as currently exist for cost-related projections under § 1902.

Amends § 1904 to require fiscal projections prepared under both § 1903 and § 1903A to be included with each bill or joint resolution.

Expands fiscal note analysis to include economic implications and revenue generated from job creation and other predictable revenue sources resulting from legislative action.
