Amends Title 29 of the Delaware Code to classify non-security reports regarding State agencies or facilities as public records, regardless of their purpose.

Includes national accreditation agency reports involving State agencies or facilities operated under contract with the State as public documents.

Requires redaction of all personal identification data including names, social security numbers, and any information that could identify students, patients, State wards, or recipients of State services before public release.

Applies to reports paid for by public funds with the exception of security-related reports.
