Adds reciprocity requirement to Delaware's plumbing and HVACR contractor licensing by requiring that out-of-state applicants' home states have reciprocity standards substantially similar to Delaware's, as determined by the Board.

Allows contractors from states with reciprocity standards substantially similar to Delaware's to obtain a license through the existing reciprocity process by submitting verified evidence of out-of-state licensure.

Requires contractors from states without substantially similar reciprocity standards to comply with all Delaware qualification standards, including passing the written examination under sections 1809 and 1822 of Title 24.

Clarifies that an applicant's "state of licensure" means the state where the applicant is headquartered or where the applicant's principal place of business is located.

Applies these changes to both plumbing contractor licensing (amending §1810) and HVACR contractor licensing (amending §1823).
