Removes "mechanical" from Title 14 §2901(a) to clarify that the Secretary of Education oversees design and operation of school buses with advice from the Director of Motor Vehicles.

Replaces "State Board of Education" with "Department of Education" in Title 21 §2708(b)(3) regarding S-endorsement training for commercial driver's licenses.

Deletes phrase "carrying any school child" from Title 21 §4163(a) to require school buses to stop at railroad tracks regardless of whether they are transporting passengers.

Simplifies Title 21 §4166(e) to require school bus drivers to stop as far to the right as possible when picking up and discharging passengers.

Removes outdated tire chain requirements from Title 21 §4361 and deletes §§4362-4365 to align Delaware Code with current bus specifications adopted by the Secretary of Education.
