Creates a special license plate designated for veterans of Operation Enduring Freedom, mirroring an existing plate for Operation Iraqi Freedom veterans.

Eligible vehicle owners must possess official Department of Defense documentation certifying they are Operation Enduring Freedom veterans and own either a private passenger vehicle or truck with three-fourths ton or less capacity.

Original applications require a $10 administrative fee deposited into a special fund for Motor Vehicles Division administration; subsequent annual registrations have no additional fee beyond standard registration costs.

Special plates will display the letters "OEF" followed by consecutive numbers beginning with "1"; only one plate may be issued per applicant.

Upon notification of an applicant's death, the Department shall request return of the plate within 90 days.
