Requires the Department of Education to promulgate regulations mandating that school boards be notified of due process hearing requests for children with disabilities at the next scheduled board meeting.

Requires the school board president to sign and send a certified statement to parents confirming that board members are aware of the due process hearing request.

Mandates that upon conclusion of a due process hearing, a copy of the decision be provided to school board members and parents receive certified notice that the board is aware of the decision.

Requires school board notification of any appeals filed by parents at the next regularly scheduled board meeting, with the board president sending a certified letter confirming board awareness of the appeal.

Requires that before a school district can appeal a due process hearing decision, a majority of school board members must affirmatively vote to authorize the appeal.
