Amends Delaware Code Title 21 to increase penalties for vehicle owners who fail to register their vehicles within 60 days of establishing residency in Delaware.

First offense for non-registration results in a fine of $400 to $600 (increased from current $25).

Subsequent offenses carry a fine of $800 to $1,200, or imprisonment of 10 to 30 days, or both.

Exempts vehicle owners with apportioned power units registered under the International Registration Plan from registering trailers in Delaware.

Exempts members of the military and their families from the vehicle registration requirement due to federal law.
