Landlords must deliver rental agreements, community rules/standards, fee schedules, relevant Delaware Code sections, and a Tenants' Rights guide to prospective tenants at least two weeks before lease execution.

Prospective tenants must participate in pre-tenancy counseling with a certified tenant counselor covering the Manufactured Home Owners and Community Owners Act, tenant and landlord responsibilities, and material lease terms.

Delaware State Housing Authority (DSHA) schedules counseling within one week of application and maintains a certified counselor program; costs are reimbursed through the Relocation Trust Fund.

Certified counselors must be trained and accredited by DSHA, cannot be employees or owners of a manufactured home community, and charge $40 per counseling session.

Tenants may rescind their lease within three days of execution without penalty, except for any good faith money already deposited.
