Requires landlords in manufactured home communities to make available an existing community center to tenants' associations or groups of tenants for meetings addressing tenant rights, obligations, and privileges.

Mandates that use of the community center for such meetings shall be provided at no charge to the tenants.

Requires landlords to honor requests for community center use within a reasonable amount of time after tenants make their request.

Tenants must abide by all existing rules and regulations established for the community center during their use.
