Establishes a 15-day resolution meeting requirement before due process hearings and clarifies the 45-day timeline for hearings begins after specific triggering events.

Removes "rare and complex" language for private placement determinations and updates references from P.L. 94-142 to the Individuals with Disabilities Education Act (IDEA).
