Creates a special "Safe Haven No Kill Animal Sanctuary" license plate for private passenger vehicles and trucks/vans with three-quarter ton or smaller manufacturer's rated capacity.

Requires a one-time fee of $50 upon initial application ($15 administrative fee plus $35 for the plate), in addition to regular annual registration fees.

Reserves license plates with letters "SH" followed by consecutive numbers beginning with "1" for this special plate designation.

Requires a minimum of 50 applications to be received before the Division of Motor Vehicles will approve issuance of the special plates.

Allows replacement plates to be obtained at a fee set by the Division to cover plate costs, and applies fees to nonprofit organization members even if normally exempt from registration fees.
