Adds new Section 758 to Title 7, Delaware Code to authorize the Department of Natural Resources and Environmental Control to extend the muskrat open season through regulatory authority.

Allows the Department to extend the season during which it is lawful to catch, kill, or pursue muskrat despite existing provisions in Section 703(1).

Requires the Department to establish conditions for extensions and create an extension framework through regulations under the Administrative Procedures Act (Chapter 101, Title 29).

Enables the Department to consider severe winter weather conditions and muskrat population sustainability when deciding whether to extend the hunting season.
