Establishes the Delaware Universal Breakfast Fund within the Office of Management and Budget to provide free breakfast to all public and charter school students regardless of family income

Directs unrefunded bottle and container deposits (after recycling costs) to be escheated to the state and deposited into the Universal Breakfast Fund

Requires joint administration by the Director of the Office of Management and Budget and the Secretary of Education, with fund distribution beginning in school year 2011-2012

Creates a Governor-appointed Task Force on Universal School Breakfast with representatives from the Department of Education, Public Health, Agriculture, Delaware Dietetic Association, Nemours Health and Prevention Services, and others to establish nutrition standards

Encourages schools to use alternative breakfast delivery models such as breakfast in the classroom and grab-and-go carts to increase student participation
