Aligns nursery industry licenses to the calendar year, valid January 1 through December 31 annually, with required yearly renewal.

Requires nurseries to maintain and provide updated supplier lists and/or invoices to the Department of Agriculture upon request for the current year.

Adds "of inspection" language to nursery stock certificate requirements under § 1303(c).

Aligns nursery stock certificates of inspection to the calendar year, valid January 1 through December 31 annually.

Removes the 30-day deadline for holding administrative hearings on civil penalties while retaining the 30-day deadline for the Secretary of Agriculture to mail written decisions after the hearing concludes.
