Extends inspection and transportation requirements to all bee species being transported into Delaware, not just Apis mellifera (honey bees).

Changes violation penalties from fines to civil penalties assessed through administrative hearing before the Secretary of Agriculture or designee, ranging from $100 to $1,000 per count.

Defines each bee colony as a single offense or count for purposes of violations under sections 7509, 7510, and 7513.

Requires notice and opportunity for hearing in accordance with Chapter 101 of Title 29 before any civil penalty can be assessed.
