Clarifies that government agencies may use hunting, fishing, and trapping license information for law enforcement purposes involving fish and wildlife investigations and research purposes involving hunting/trapping harvest surveys conducted by Department scientists, excluding Social Security information.

Establishes a new statute prohibiting any person from administering fertility control agents or immunocontraceptives to game birds or game animals without a permit from the Director of the Division of Fish and Wildlife; violations constitute a class B environmental misdemeanor.

Sets the safety zone for hunting deer by archery device during established archery seasons at 50 yards.
