Proposes adding a new Section 26 to Article II of Delaware's Constitution requiring all General Assembly houses, committees, subcommittees, task forces, and related entities to hold open meetings and maintain open public records.

Exempts ethics committees and caucuses from the open meetings and public records requirements.

Allows the General Assembly to establish exceptions and reasonable regulations governing public access through appropriate legislation, which shall be binding on all future General Assemblies.

Requires two-thirds concurrence of all members elected to each house of the General Assembly for passage as a constitutional amendment.

Makes open meeting and public record requirements constitutional obligations rather than statutory, ensuring future General Assemblies cannot easily repeal these provisions.
